The rules for withdrawing from a traditional IRA are not all that complicated. The first thing you need to know is that you can withdraw your contributions at any time and for any reason without paying taxes or penalties. If your withdrawal is due to a qualifying event (for instance, because you're over 59 ½ and starting to take required minimum distributions), then there may be tax consequences but not penalties.
